SUMMARY:PA Environment Digest Blog: Master Watershed Steward Watershed-Friendly Native Plant Kit Sale
DESCRIPTION:Penn State Extension Master Watershed Steward Program is now accepting orders for their 2024 Watershed-Friendly Native Plant Kit Sale through June 18 or until sold out.\nPick your preferred kit online and select the most convenient curbside fall pickup location from 17 sites across the state. \nProceeds from the Watershed-Friendly Native Plant Kits will support the Master Watershed Steward program providing volunteer-driven education and restoration work in that region. \nEach of the Watershed-Friendly kits are designed to help you incorporate more native plants into your property for habitat creation\, stormwater management\, pollutant reduction\, and other positive ecological services.\nReducing stormwater runoff\, reducing water pollution\, conserving water\, and supporting wildlife and pollinators are critical elements of healthy watershed-friendly properties and the focus areas of the Penn State Extension Master Watershed Steward Watershed-Friendly certification\, a collaboration with Nurture Nature Center. \nNative plants are woven throughout the certification criteria because of all the benefits that native plant gardens can provide.\nKits are composed of plant plugs from carefully selected species grown by Kind Earth Growers using locally collected open-source pollinated seeds and 50% peat-free growing media. \nPlant plugs are smaller than what is typically found in nurseries\, allowing for easier transportation and planting within existing vegetation. \nThe plugs have healthy root systems which will establish this fall so that your plants can flourish next growing season.\nClick Here to order and for all the details.

SUMMARY:Redefining "Disadvantaged Communities" in a New Water Infrastructure Era
DESCRIPTION:On May 30\, 2024\, from 2:30 – 4:00 PM Eastern Time\, the Source Water Collaborative is hosting the 4th webinar in its Bipartisan Infrastructure Law (BIL) Webinar Series titled\, Redefining “Disadvantaged Communities” in a New Water Infrastructure Era. \nThe Bipartisan Infrastructure Law created a number of opportunities for equitable outcomes for disadvantaged communities in the financing of water infrastructure. The law now requires State Revolving Fund (SRF) programs to provide 49% of BIL money to disadvantaged communities as principal forgiveness loans or as grants. This allows additional communities that have struggled to access water infrastructure funding to receive the support they need.\nThe SRF programs are given authority to determine what constitutes a “disadvantaged community” and this varies greatly across the country. Many states have forged ahead and have worked diligently to ensure their definitions bring about the most equitable outcome possible and reach those communities most in need. In this webinar\, representatives from Utah\, Delaware\, and North Dakota Drinking Water SRFs will discuss how they approached redefining disadvantaged communities to meet the spirit of the BIL\, the role public participation requirements had in modifying their definitions\, and the degree to which these approaches have changed their programs. We will also discuss the challenges states have had in implementing the funding\, and what clean water advocates can do to help states achieve the most equitable process possible for source water protection in their programs.\nExpected Webinar Audience: The webinar is targeted to states\, water utilities\, source water protection staff\, state BIL funding program staff\, source water collaboratives\, federal agencies\, and other water stakeholders.
