Environmental Workforce Development and Job Training (EWDJT) Grants allow nonprofits, local governments, and other organizations to recruit, train, and place unemployed and under-employed residents of areas affected by the presence of brownfields. Through the EWDJT Program, graduates develop the skills needed to secure full-time, sustainable employment in various aspects of hazardous and solid waste management and within the larger environmental field, including sustainable cleanup and reuse, water quality improvement, chemical safety, and emergency response.

Drinking Water State Revolving Fund

The Drinking Water State Revolving Fund (DWSRF), administered jointly with the PA Department of Environmental Protection, provides a resource for financing various public drinking water systems (including systems owned by for-profit entities and not-for-profit entities) for expenditures for projects which will facilitate compliance with national and state drinking water regulations or otherwise advance the health-protection objectives of the Safe Drinking Water Act. The Clean and Drinking Water State Revolving funds are funded by federal capitalization grants and State matching funds.

Grants of up to $60,000 over two years will be awarded to approximately 11-12 organizations.

Dirt Gravel, and Low Volume Road Maintenance Program

Section 9106 of the Pennsylvania Motor Vehicle Code annually provides for the allocation of $35,000,000 from the Motor Vehicle License Fund for the Dirt and Gravel Road Maintenance Program.  Of that amount, $7,000,000 is allocated directly to the Bureau of Forestry for maintaining the dirt and gravel roads in their jurisdictions.  The SCC is responsible for allocating the remaining $28,000,000 to the 64 County Conservation Districts who participate in the Dirt and Gravel Road Maintenance Program, including up to $8,000,000 for the maintenance of low-volume roads.

Delaware Watershed Conservation Fund

The Delaware Watershed Conservation Fund was launched in 2018 to conserve and restore natural areas, corridors and waterways on public and private lands that support native fish, wildlife and plants, and to contribute to the vitality of the communities in the Delaware River watershed. Priority strategies for on-the-ground implementation include:

  • sustaining and enhancing fish and wildlife habitat;
  • improving and maintaining water quality for fish, wildlife and people;
  • sustaining and enhancing water management for volume/flood mitigation to benefit fish and wildlife;
  • and improving public access and outdoor recreational opportunities within the Delaware River watershed.
