Agricultural Research Projects

The Department of Agriculture (Department) is soliciting applications to conduct agricultural research on one or more of the following research topic areas, with the research to be conducted from July 1, 2019, to June 30, 2020 and a possible extension into future years. Some topics include: various multiyear research projects, climate adaptation and mitigation, spotted lanternfly, conservation BMPs, the PA Pollinator Protection Plan, dairy product research, blockchain technology, industrial hemp, workforce development, urban agriculture, pesticide impacts, noxious weeds, etc. Interested applicants must submit a complete electronic research project proposal and grant application at https://www.esa.dced.state.pa.us/Login.aspx by 4 p.m. on Friday, June 28, 2019. Conservation Reserve Program

The Conservation Reserve Program (CRP) and Conservation Reserve Enhancement Program (CREP) provide technical and financial assistance to eligible farmers and landowners to address soil, water, wildlife, and related natural resource concerns on their lands in an environmentally beneficial and cost-effective manner. The programs provide assistance in complying with Federal, State, and tribal environmental laws, and encourages environmental enhancement. Both programs are administered by the Farm Service Agency, with NRCS providing technical land eligibility determinations, conservation planning, and technical assistance for practice implementation and maintenance.

Multi-functional Riparian Buffer Sub-Grant Program

Pennsylvania’s conservation districts are encouraged to apply for funding to install multi-functional buffers (A riparian forest buffer that provides opportunities for harvesting products such as nuts, berries, woody florals, forbs, and potentially woody biomass) in conjunction with landowners. This grant is first come first served. The grant round will stay open until funds are used up or June 30, 2021, whichever comes first.

Coldwater Heritage Partnership Watershed Grants

Grants of approximately $5,000 are awarded for the creation of a Coldwater Conservation Plan that will ultimately conserve and protect the coldwater streams of Pennsylvania. 

Grants up to $8,000 may be used to pay for equipment, materials, meeting expenditures, construction activities and other services to implement recommendations for projects that enhance, conserve, or protect the streams in which a conservation plan was originally completed. Eligible projects include, but are not limited to: aquatic life improvement structures, riparian buffers, stomrwater BMPs, agricultural BMPs, education & outreach programs, stream bank restorations, etc.

Drinking Water State Revolving Fund

The Drinking Water State Revolving Fund (DWSRF), administered jointly with the PA Department of Environmental Protection, provides a resource for financing various public drinking water systems (including systems owned by for-profit entities and not-for-profit entities) for expenditures for projects which will facilitate compliance with national and state drinking water regulations or otherwise advance the health-protection objectives of the Safe Drinking Water Act. The Clean and Drinking Water State Revolving funds are funded by federal capitalization grants and State matching funds.

Clean Water State Revolving Fund

The PENNVEST Clean Water State Revolving Fund (CWSRF) program provides funding to projects throughout Pennsylvania for the construction and maintenance of wastewater treatment facilities, storm water management projects, nonpoint source pollution controls, and watershed and estuary management. 

This program offers low interest loans with flexible terms to assist a variety of borrowers that include local governments, municipalities, and privately owned entities and to establish partnerships to leverage other funding sources.

Section 319 Nonpoint Source Management Grants

The Department of Environmental Protection will be accepting applications for EPA Section 319 Watershed Restoration and Planning Grants starting June 24.  The deadline for applications is August 9, 2019. The Department is focusing these grants on projects that reduce nonpoint source pollution in targeted watersheds with WIPs, especially projects that reduce nitrogen, phosphorous and sediment pollution from agricultural and stormwater runoff, along with AMD-related pollution from iron, aluminum and acidity. The Department is particularly interested in projects that implement effective best management practices (BMP) that reduce or eliminate stream impairments within WIP areas, leading to local water quality improvements.

The DCNR / PENNVEST Multifunctional Riparian Forest Buffer Program will provide financial assistance to identify locations in need of riparian forest buffers and to design, establish, monitor, and provide shortterm maintenance for those buffers. This program solely supports projects that produce Multifunctional Buffers, a buffer type that provides an opportunity to harvest products such as nuts, berries, woody florals, forbs and potentially woody biomass.

The Pennsylvania Organization for Watersheds and Rivers (POWR) has announced the opening of the 2018 Pennsylvania River Sojourns Grant cycle. Grants are available on a competitive basis for single and multi-day paddling events on Pennsylvania Rivers. Sojourns must incorporate significant educational programming, and be open to all participants (i.e., private trips are not eligible).
