Act 13 of 2012 establishes the Marcellus Legacy Fund and allocates funds to the Commonwealth Financing Authority (the “Authority”) for abandoned mine drainage, abatement, and treatment with the Abandoned Mine Drainage Abatement and Treatment Program (AMDATP).
